Authors frequently refer to gene-based selection in biological evolution, the reaction of the immune system to antigens, and operant learning as exemplifying selection processes in the same sense of this term. However, as obvious as this claim may seem on the surface, setting out an account of “selection” that is general enough to incorporate all three of these processes without becoming so general as to be vacuous is far from easy. In this target article, we set out such a general (...) account of selection to see how well it accommodates these very different sorts of selection. The three fundamental elements of this account are replication, variation, and environmental interaction. For selection to occur, these three processes must be related in a very specific way. In particular, replication must alternate with environmental interaction so that any changes that occur in replication are passed on differentially because of environmental interaction. One of the main differences among the three sorts of selection that we investigate concerns the role of organisms. In traditional biological evolution, organisms play a central role with respect to environmental interaction. Although environmental interaction can occur at other levels of the organizational hierarchy, organisms are the primary focus of environmental interaction. In the functioning of the immune system, organisms function as containers. The interactions that result in selection of antibodies during a lifetime are between entities (antibodies and antigens) contained within the organism. Resulting changes in the immune system of one organism are not passed on to later organisms. Nor are changes in operant behavior resulting from behavioral selection passed on to later organisms. But operant behavior is not contained in the organism because most of the interactions that lead to differential replication include parts of the world outside the organism. Changes in the organism's nervous system are the effects of those interactions. The role of genes also varies in these three systems. Biological evolution is gene-based (i.e., genes are the primary replicators). Genes play very different roles in operant behavior and the immune system. However, in all three systems, iteration is central. All three selection processes are also incredibly wasteful and inefficient. They can generate complexity and novelty primarily because they are so wasteful and inefficient. For a long time, several natural phenomena have been considered unproblematically selection processes in the same sense of “selection.” In our target article we dealt with three of these phenomena: gene-based selection in biological evolution, the reaction of the immune system to antigens, and operant learning. We characterize selection in terms of three processes (variation, replication, and environmental interaction) resulting in the evolution of lineages via differential replication. Our commentators were largely supportive with respect to variation and environmental interaction but (...) critical with respect to replication, in particular its appeal to information. With some reservations, our commentators think that our general analysis of selection may fit gene-based selection in biological evolution and the reaction of the immune system but not operant learning. We study connections between classical asymptotic density, computability and computable enumerability. In an earlier paper, the second two authors proved that there is a computably enumerable set A of density 1 with no computable subset of density 1. In the current paper, we extend this result in three different ways: The degrees of such sets A are precisely the nonlow c.e. degrees. There is a c.e. set A of density 1 with no computable subset of nonzero density. There is a (...) c.e. set A of density 1 such that every subset of A of density 1 is of high degree. We also study the extent to which c.e. sets A can be approximated by their computable subsets B in the sense that A\B has small density. There is a very close connection between the computational complexity of a set and the arithmetical complexity of its density and we characterize the lower densities, upper densities and densities of both computable and computably enumerable sets. We also study the notion of "computable at density r" where r is a real in the unit interval. Finally, we study connections between density and classical smallness notions such as immunity, hyperimmunity, and cohesiveness. (shrink)

Schnorr randomness is a notion of algorithmic randomness for real numbers closely related to Martin-Löf randomness. After its initial development in the 1970s the notion received considerably less attention than Martin-Löf randomness, but recently interest has increased in a range of randomness concepts. In this article, we explore the properties of Schnorr random reals, and in particular the c.e. Schnorr random reals. We show that there are c.e. reals that are Schnorr random but not Martin-Löf random, and provide a new (...) characterization of Schnorr random real numbers in terms of prefix-free machines. We prove that unlike Martin-Löf random c.e. reals, not all Schnorr random c.e. reals are Turing complete, though all are in high Turing degrees. We use the machine characterization to define a notion of "Schnorr reducibility" which allows us to calibrate the Schnorr complexity of reals. We define the class of "Schnorr trivial" reals, which are ones whose initial segment complexity is identical with the computable reals, and demonstrate that this class has non-computable members. The accounting profession’s image and reputation is built upon the members of the profession acting with the “highest sense of integrity” in “the public interest” (AICPA, 2003, www.aicpa.org/about). The Enron debacle initiated the latest crisis facing the profession regarding its image and reputation. The American Institute of Certified Public Accountants (AICPA) is the largest professional body representing the accounting profession and the one to which regulators have looked in establishing and upholding professional standards relating to the public practice of (...) accounting and auditing. One of the AICPA’s responsibilities is to “promote public awareness and confidence in the integrity, objectivity, competence and professionalism of CPAs ....” (AICPA, 2003, www.aicpa.org/about). We analyze the public statements issued by the AICPA (i.e., press releases, speeches of officers, testimony, published articles) during this ethical and identity crisis beginning with the AICPA’s first public statement on the Enron debâcle (AIPCA 2001) and concluding with the AICPA recognizing the need for a “new accounting culture” (Melancon 2002). In order to better understand the public discourse, we use image restoration theory (Benoit, 1995), because it provides a typology of strategies for dealing with the public face of crises. We identify the three most common strategies the AICPA employs during this period. Proposals for taking corrective action represent the most commonly employed strategy, but the analysis also indicates an attempt to evade responsibility by claiming defeasibility and to reduce the offensiveness of the situation by employing a bolstering strategy. A second analysis using DICTION, a software package useful in revealing latent dimensions in a text, indicates that early statements tend to use language related to accomplishing specific action while the later statements tend more toward general language that relates to peoples’ everyday lives. The findings raise questions as to substantive nature of the changes proposed by the AICPA, and thus, the extent to which the public interest is being served by them. (shrink)

This paper gives a brief history of the idea of an age of majority and argues that no age of majority should exceed the fighting age, i.e., the age at which a person becomes eligible to serve in a military unit. Several objections to the proposed constraint on ages of majority are raised and answered.

We describe an algorithm which allows a behavior-based robot to learn on the basis of positive and negative feedback when to activate its behaviors. In accordance with the philosophy of behavior-based robots, the algorithm is completely distributed: each of the behaviors independently tries to find out (i) whether it is relevant (ie. whether it is at all correlated to positive feedback) and (ii) what the conditions are under which it becomes reliable (i.e. the conditions under which i t maximizes the (...) probability of receiving positive feedback and minimizes the probability of receiving negative feedback). The algorithm has been tested successfully on an autonomous 6-legged robot which had to learn how to coordinate its legs so as to walk forward. (shrink)

Applications of learning to autonomous agents (simulated or real) have often been restricted to learning a mapping from perceived state of the world to the next action to take. Often this is couched in terms of learning from no previous knowledge. This general case for real autonomous robots is very difficult. In any case, when building a real robot there is usually a lot of a priori knowledge (e.g., from the engineering that went into its design) which doesn’t need to (...) be learned. We describe the behavior-based approach to autonomous robots, and then examine four classes of learning problems associated with such robots. (shrink)

Logic 59 79–139], Cenzer, Downey, Jockusch and Shore proved the density of degrees containing members of countable thin [Formula: see text] classes. In the same paper, Cenzer et al. also proved the existence of degrees containing no members of thin [Formula: see text] classes. We will prove in this paper that the c.e. degrees containing no members of thin [Formula: see text] classes are dense in the c.e. degrees. We will (...) also prove that the c.e. degrees containing members of thin [Formula: see text] classes are dense in the c.e. degrees, improving the result of Cenzer et al. mentioned above. Thus, we obtain a new natural subclass of c.e. degrees which are both dense and co-dense in the c.e. degrees, while the other such class is the class of branching c.e. degrees 113–130] for nonbranching degrees and [T. In his highly insightful and wide-ranging rebuttal article “Doing Phenomenology on the Things,” van Manen makes the important claim that “the mission of modern phenomenology transcends foundational and exegetical philosophical theorizing”. I take this claim seriously and put forward this article as an exercise in practical lifeworld phenomenological reflection. By lifeworld I refer to the environing world in which we are enmeshed and in which we live and breathe and have our being; it penetrates our awareness of things while at (...) the same time offering the possibility of reprieve from complete enmeshment in the form of existential reflection on the things, events, doings, goings-on, etc., that collectively constitute the phenomenological concept of world. By phenomenological reflection I refer to written analyses that approach mundane lifeworld phenomena in a manner or style that seeks to show or reveal aspects of the lifeworld that in the ordinary course of everyday life remain hidden from view…aspects of the lifeworld that while they may be glimpsed fleetingly from time to time, remain largely hidden, i.e. in a state of unrealized concealment. The article thus takes seriously the Husserlian call for a return “to the things themselves.” And while the ostensible topic is an old used car, the defacto topic is “us,” or perhaps better stated, the actual topic arises at the meeting place where the “us” and “an older car” arrive and conjoin. It is at the place of this meeting between self and world that the phenomenological analysis can begin. The article emphasizes the practical import of this meeting, this engagement—it is not regarded as a matter of purely abstract philosophical theorizing nor as a purely descriptive matter, although it is also that in part too. Given certain well-known empirical facts–including the Bush II administration’s motivations and its actions initiating the war – the U.S. invasion of Iraq in 2003 (and its continuing war of occupation) is not just (i.e., is not morally justified), on any standard interpretation of Just War Theory criteria for jus ad bellum. Since there was no imminent threat of attack by Iraq against the U.S., the U.S. invasion of Iraq was a Preventative or Merely Precautionary War (which is notrecognized by either (...) Just War Theory or international law as a legitimate basis for initiating a war) rather than a Preemptive War (which may sometimes be justified, if there is a real threat of imminent attack) or a Reactive War (responding to an unjustified attack from an aggressor, which is always justified). Moreover, the neo-conservative program for perpetual U.S. world domination by the weakening of other nations and the invasions of weaker nations for purposes of U.S. economic and geopolitical advantage (behind the facade of “spreading democracy and freedom”) is not morally justified. However, the moral status of the U.S. invasion of Afghanistan is much less clear. Many argue that is was morally justified according to both Just War Theory and international law, given certain well-established empirical facts; particularly, al-Qaeda’s involvement with the events of 9-11 and the Taliban government’s protection of al-Qaeda and its terrorist infrastructure within Afghanistan. On this analysis, the U.S. invasion of Afghanistan was justified as both a Reactive War (responding to an unjustified attack against primarily civilian targets) and a Preemptive War (to try to make sure that al-Qaeda did not have the opportunity to use its infrastructure in Afghanistan to arrange other attacks on civilian targets in the U.S. or other nations). But the cogency of this analysis depends on whether there were any realistic alternatives fordisrupting al-Qaeda and bringing its leaders to justice; and some argue that such alternatives did exist. Moreover, even if U.S. military intervention in Afghanistan was morally justified it is arguable that the amount and type of force used – e.g. intensive, wide-spread bombing campaigns that killed many civilians – were not justified. “Great refusals,” the progressive movements that shattered the status quo, can be best understood through the prism of critical theory that sees these mobilizations as responses to the legitimation crises of advanced capitalism that migrated into the realms of subjectivity, rendering identity a contested terrain while eliciting powerful emotions that impelled social mobilizations. Among these emotions, rooted in the Freudo-Marxist philosophical anthropology that enabled the critique of alienated labor, is the capacity for hope. And central to that notion of hope (...) is a vision of utopian possibility in which membership in democratic, identity granting/recognizing communities of meaning allows for the creative self-realization of all. Our response contends that the “review” is not really a critical reflection on our book, but something more like a dismissal. In essence, Gonzalez says that this is not the book he would have written; he wants to present his own thoughts, not critique ours.

Artificial intelligence research has foundered on the issue of representation. When intelligence is approached in an incremental manner, with strict reliance on interfacing to the real world through perception and action, reliance on representation disappears. In this paper we outline our approach to incrementally building complete intelligent Creatures. The fundamental decomposition of the intelligent system is not into independent information processing units which must interface with each other via representations. Instead, the intelligent system is decomposed into independent and parallel activity (...) producers which all interface directly to the world through perception and action, rather than interface to each other particularly much. The notions of central and peripheral systems evaporateeverything is both central and peripheral. Based on these principles we have built a very successful series of mobile robots which operate without supervision as Creatures in standard office environments. (shrink)

This thesis contributes to a better conceptual understanding of how self-organized control works. I begin by analyzing the control problem and its solution space. I argue that the two prominent solutions offered by classical cognitive science (centralized control with rich commands, e.g., the Fodorian central systems) and embodied cognitive science (distributed control with simple commands, such as the subsumption architecture by Rodney Brooks) are merely two positions in a two-dimensional solution space. I outline two alternative positions: one is distributed (...) control with rich commands, defended by proponents of massive modularity hypothesis; the other is centralized control with simple commands. My goal is to develop a hybrid account that combines aspects of the second alternative position and that of the embodied cognitive science (i.e., centralized and distributed controls with simple commands). Before developing my account, I discuss the virtues and challenges of the first three. This discussion results in a set of criteria for successful neural control mechanisms. Then, I develop my account through analyzing neuroscientific models of decision-making and control with the theoretical lenses provided by formal decision and social choice theories. I contend that neural processes can be productively modeled as a collective of agents, and neural self-organization is analogous to democratic self-governance. In particular, I show that the basal ganglia, a set of subcortical structures, contribute to the production of coherent and intelligent behaviors through implementing “democratic" procedures. Unlike the Fodorian central system—which is a micro-managing “neural commander-in-chief”—the basal ganglia are a “central election commission.” They delegate control of habitual behaviors to other distributed control mechanisms. Yet, when novel problems arise, they engage and determine the result on the basis of simple information (the votes) from across the system with the principles of neurodemocracy, and control with simple commands of inhibition and disinhibition. By actively managing and taking advantage of the wisdom-of-the-crowd effect, these democratic processes enhance the intelligence and coherence of the mind’s final "collective" decisions. I end by defending this account from both philosophical and empirical criticisms and showing that it meets the criteria for successful solution. (shrink)

China’s phenomenal economic development since 1979 has caught the attention and envy of the rest of the world. 500 million Chinese have been lifted out of poverty since then.1 Yet, it has come with a huge price which threatens not only China but the rest of the world. These challenges include corruption, environmental issues, social inequalities and a rapidly aging population. If China is not able to overcome any of these, then its development will not be sustainable and the impact (...) will be immensely negative just as its development over the last three decades have been positive on the rest of the world. The purpose of this article is to show that there is a little-known transformation happening in China which may address the above issues. It is the thesis of the author that China’s present developmental challenges are fundamentally a problem of misplaced values, i.e. unsustainable priorities. And the little known transformation is that tens of millions of Chinese are quickly embracing a new set of values and accepting a biblical worldview.2 Rodney Stark, socialogist and popular author, has shown through his many works, such as For the Glory of God: How Monotheism Led to Reformations, Science, Witch-Hunts, and the End of Slavery,3 that societies which have espoused the monotheistic belief system are able to successfully overcome similar social challenges and remain viable. Most animals have significant behavioral expertise built in without having to explicitly learn it all from scratch. This expertise is a product of evolution of the organism; it can be viewed as a very long term form of learning which provides a structured system within which individuals might learn more specialized skills or abilities. This paper suggests one possible mechanism for analagous robot evolution by describing a carefully designed series of networks, each one being a strict augmentation of the previous (...) one, which control a six legged walking machine capable of walking over rough terrain and following a person passively sensed in the infrared spectrum. As the completely decentralized networks are augmented. the robot’s performance and behavior repetoire demonstrably improve. The rationale for such demonstrations is that they may provide a hint as to the requirements for automatically building massive networks to carry out complex sensory-motor tasks. The experiments with an actual robot ensure that an essence of reality is maintained and that no critical disabling problems have been ignored. (shrink)

The title of this book was inspired by a passage in Charles Sherrington's Man on his Nature.

We give a systematic technical exposition of the foundations of the theory of computably compact metric spaces. We discover several new characterizations of computable compactness and apply these characterizations to prove new results in computable analysis and effective topology. We also apply the technique of computable compactness to give new and less combinatorially involved proofs of known results from the literature. Some of these results do not have computable compactness or compact spaces in their statements, and thus these applications are (...) not necessarily direct or expected. (shrink)

In order to build autonomous robots that can carry out useful work in unstructured environments new approaches have been developed to building intelligent systems. The relationship to traditional academic robotics and traditional artificial intelligence is examined. In the new approaches a tight coupling of sensing to action produces architectures for intelligence that are networks of simple computational elements which are quite broad, but not very deep. Recent work within this approach has demonstrated the use of representations, expectations, plans, goals, and (...) learning, but without resorting to the traditional uses, of central, abstractly manipulable or symbolic representations. Perception within these systems is often an active process, and the dynamics of the interactions with the world are extremely important. The question of how to evaluate and compare the new to traditional work still provokes vigorous discussion. (shrink)

This volume aims to contextualize the development and reception of Husserl’s transcendental-phenomenological idealism by placing him in dialogue with his most important interlocutors – his mentors, peers, and students. Husserl’s “turn” to idealism and the ensuing reaction to Ideas I resulted in a schism between the early members of the phenomenological movement. The division between the realist and the transcendental phenomenologists is often portrayed as a sharp one, with the realists naively and dogmatically rejecting all of Husserl’s written work after (...) the Logical Investigations. However, this understanding of the trajectory of the phenomenological movement ignores the extensive and intricate contours of the idealism-realism debate. In addition to helping us better interpret Husserl’s attempts to defend his idealism, reconsidering the idealism-realism debate elucidates the relationship and differences between Husserl's phenomenology and the broader landscape of early 20th century German philosophy, particularly the Munich phenomenologists and the Neo-Kantians.
